- You're exactly right. The policy does state "Non-free content is used only where no free equivalent is available, or could be created" (emphasis mine). - There is or was a tag challengers used to be asked to place in the caption if images they were challenging. - Keep -- The uploader had already made an attempt to address the necessary criteria for fair use -- prior to this nomination. I am not sure if the nominator didn't bother reading it, or didn't bother telling the rest of us about it. I encourage the nominator to try harder to respect the good faith efforts of uploaders. I encourage the nominator to make a greater effort to explain himself or herself. The caption to this image states: "President Chávez receives Iran's highest honor from President Mahmoud Ahmadinejad" Specifically, in this particular case, I encourage the nominator to be respectful to the uploader, and explain, why they don't recognize how an image of this award being given fails NFCC #8 -- which states:
Significance. Non-free content is used only if its presence would significantly increase readers' understanding of the topic.

- Delete To the contrary. This image doesn't show anything that a free photo couldn't illustrate. All you can see in this image is a simple sign that could be replaced by an image of the mall at night and a note saying this is where XYZ was.
