in templates. references-section is added below all other sections, but before any Category, DEFAULTSORT or interwiki-link. if the is already a section called 'References' the <references />
-tag will be put in that section. inuse-template is respected. the pages to check may come from Wikipedia:WikiProject Check Wikipedia, google or the WhatLinksHere special-page on templates containing . i already did this in dewiki.
