The main problem with the article that you started is that it uses copyrighted text straight from http://www.britishcouncil.org/learning-bridge-project.htm. I think it would be possible to write an article on the subject, but you are not allowed to use any copyrighted text. Also remember WP:VERIFY and WP:RELIABLE and you'll be fine.
