  • I have updated references for 29 July 2014 and 22 December 2015 by removing three references for lack of support. The other references fully support the statements.
  • The writeup for the Swiss entry has been clarified. I fully agree with the addition of the Swiss list of sanctions. On several different days, I have searched the Swiss law for the list, but have not found the correct list. However, for now, these are the best references that I have found. Of course, I could add RT articles, but the RT articles are not specific about which companies are sanctioned.
  • I corrected the url for the EU sanctions on 31 July 2014. This reference clearly states VTB Bank.

Request reason:

My accounts Soh.Miero (talk · contribs) and Doomukoh (talk · contribs) were globally and checkuser blocked by There'sNoTime (talk · contribs · logs) on 2018-03-24 21:14 (UTC+2). The reason for this block was purported by There'sNoTime to be that CheckUser evidence strongly ties me to LTA "A Den Jentyl Ettien Avel Dysklyver" which I'm not. I find it hard to see that there is any basis to the allegation from what I know of the CheckUser extension: # IP Information: The chances that my IP information gave even the slightest indication that I am Dysklyver is astronomically low. Internet participation from the country where I reside is rather low, and my ISP uses region and access-type specific ranges. If this did match, I would say there was maybe some basis for the blocks - but since I'm not Dysklyver I'm confident that it did not. # Browser Information: I use Chrome on Linux to edit wikipedia - but really, allot of people do. Wikipedia analytics show that 0.19 % of desktop users use Chrome on Linux, and for overall users this is about 0.11%. Wikipedia stats show there is more than 400,000 editors active each month on wikipedia-en. So there should be about 400 editors using Chrome on Linux to edit wikipedia-en. While this is a small group, not all of these people can be Dysklyver. # User Information: I had two users but Doomukoh (talk · contribs) never made any edits, neither of them had any links with Dysklyver and they were not used inappropriately. So the only potential data point from CheckUser is my browser and OS combination - which is a rather poor data point at that. What was not disclosed to me but what I have discerned through looking at the SPI case history for Dysklyver is that that the reasons for my suspicion likely are: # I was relatively new on IRC # I use "odd" usernames/nicknames/handles # I use Chrome on Linux While this is maybe better basis than just using Chrome on Linux, and while this probably narrows down the 400 editors somewhat I still think blocking everybody based on this criteria makes little sense. Hi Soh.Miero, I've been told your ArbCom appeal was successful and can see you have been unblocked. I'd like to offer my sincere apologies for my mistake, and the significant inconvenience it has caused you - I believed at the time I was acting in the best interest of the project, however I was clearly incorrect in my conclusions. Thank you for your civil candour in the discussions immediately after the block. Moving forward, I will ensure that I seek further opinions in similar situations to ensure this does not happen again.
