It appears that quIRC was included on a DVD of software supplied with the Russian edition of Linux Format magazine [1] in December 2010. However, I am unable to verify this (or find out whether the magazine contained a review) as I am not a subscriber and do not speak Russian. PT (talk) 09:24, 23 April 2011 (UTC)[reply]

Something similar appears to have occurred with "Хакер" ("Hacker") № 10 (153) October 2011 (xakep.ru), according to [2]. Seems quIRC is popular in Russia. PT 18:30, 25 December 2011 (UTC)[reply]

[3] is a rather short post linking to the FreshmeatFreecode page. It seems that that site has editorial oversight, and is selective in its coverage (around 1-3 posts per day, whereas Freecode release announcements are on the order of 20-30 per day).
