It appears that quIRC was included on a DVD of software supplied with the Russian edition of Linux Format magazine [1] in December 2010. [3] is a rather short post linking to the ~~Freshmeat~~Freecode page. It seems that that site has editorial oversight, and is selective in its coverage (around 1-3 posts per day, whereas Freecode release announcements are on the order of 20-30 per day).
