Commons is the most fu_cked up project I have seen. They are blocking the victims and leaving the perpetrator to free roam. IPs used for reporting is blocked. There's no policy to remove uploads by banned users. What a joke. No wonder why he's coming back. They blocked a provoked man and did nothing about that sock who said a repellent thing like that. That admin's pride did not allowed him to admit his mistake. I cannot help in this case anymore. May be you can move ലീഗലി against his hate speech and casteist slur. I've started collecting evidence of his casteist speeches and is now in touch with an advisor and will be submitting the same before the respected authority. He cannot use proxy IPs here, considering they have been identified and blocked already. He has a better chance to use them in Ml.wiki as everything is open out there. Here he might be using a fixed broadband link (117xxx, 59xxx) along with two or more wireless links (27xxx,1.xxx,106xxx,49xxx) for disguise. I have also collected maximum details including his IP's, Mac Addresses, ISP details, Phone numbers and certain other details that were shared over Wikimedia.
