Incorrect. The comment in question clearly does not make any presumption regarding the good faith, or lack thereof, of any edit or its editor. It is in fact a defence of those whose viewpoints were arguably being accused of not being in good faith by the editor of its parent comment. Please reread the very behavioural guidelines to which you have linked, which state within the very first paragraph that

This guideline does not require that editors continue to assume good faith in the presence of obvious evidence to the contrary (e.g. vandalism).

Before you criticize an edit or accuse the editor of misconduct – as you have done – please read the entirety of the contribution carefully and challenge yourself on how your application of any rules or guidelines might be flawed. I cannot emphasize this enough, for the same guidelines also advise that one

Be careful about citing this principle too aggressively. Just as one can incorrectly judge that another is acting in bad faith, so too can one mistakenly conclude that bad faith is being assumed; exhortations to "Assume Good Faith" can themselves reflect negative assumptions about others.
