Question regarding names of politicians

I noticed you're active in British related topics. Can you help me out here? I would like to know the names of three gentlemen who are found in a picture in this link: [1]. The picture is the one with the caption: "Opening of the Governing Council meeting Isola di San Lazzaro degli Armeni..." Now I believe one of them is Prince Charles Philippe, Duke of Anjou, the other is, as I assume, Charles Falconer, Baron Falconer of Thoroton, but the other one I don't know. This is back. I think his mayoralty would be enough. There is not a word about his death, no obituary, and very little about his election. If you have access to relevant newspapers it might help. FWIW, I think his mayoralty of a comnunity of this size is notable but its not up to me.
