Wikipedia:MUSIC#Criteria_for_musicians_and_ensembles: "5. Has released two or more albums on a major label or on one of the more important indie labels"; Trax Records qualifies as such (more important indie label) and DJ Rush did release 2 albums on that label.
"7. Has become one of the most prominent representatives of a notable style or the most prominent of the local scene of a city;", he released "one of the club hymns of 1998". Also he is dubbed as "the world's biggest hard techno star" or "techno-ikone".

This page was listed as one to improve as part of the Electronic music Wiki project. It had been flagged for notability issues, so I've improved it by finding more up to date and robust sources, and adding to/re-writing some of the content. I believe that has now fixed the notability issues so I will remove the notability issues template, but I'll wait a few more days before doing that in case anyone wants to respond here and feels otherwise.
