This report is generated against Category:Redirects from incorrect names, but the redirects it talks about may not be within that category. Various validations are run against the redirects. These validations are often to do with the semantics of the redirect templates, which in this category can take a parameter that means "this is the correct name". One semantic checked is that a redirect to a section must have the correct name parameter, and that ought to correspond to a redirect that targets the same section.
