Hakikur Rahman (born June 11, 1957) is a Bangladeshi academician, researcher and editor [1] [2] with a career spanning over 30 years in the fields of information and communication technology (ICT), knowledge management, and sustainable development. He is currently the dean and professor of the School of Engineering at Presidency University, Bangladesh and the research director at the Ansted University Sustainability Research Institute in Malaysia. Rahman has authored over 25 books and published more than 200 articles. He has been involved in international ICT4D projects funded by the UNDP, the World Bank, and the European Union.

Early Life and Education

Hakikur Rahman was born in Jessore, Bangladesh. He completed his secondary education at Nawabpur Government High School in 1972 and later attended Notre Dame College, Dhaka, graduating in 1975. Rahman earned a Bachelor of Science in Electrical and Electronics Engineering from the Bangladesh University of Engineering and Technology (BUET) in 1981. In 1986, he obtained a Master of Science in Electrical Engineering from the American University of Beirut under a United States Agency for International Development scholarship. He holds two PhDs: one in Computer Engineering from Ansted University (United Kingdom, 2001) and another in Information and Communication Technology (ICT) from Empresarial University (Costa Rica, 2011).

Academic Career

Throughout his career, Rahman has held various academic positions. He is currently serving as the Dean and Professor[3] of the School of Engineering at Presidency University, Bangladesh since 2024. He previously held academic roles at the Asian University of Bangladesh and served as the Head of the Department of Computer Science and Engineering at BRAC University. Rahman was also a postdoctoral researcher at the University of Minho, Portugal, focusing on knowledge management, open innovation, and organizational learning for SMEs.[4]

Research Contributions

Rahman's research areas include ICT4D, knowledge management, sustainable development, and open innovation. Since 2009, he has served as the Chief Editor of the International Journal of Information Communication Technologies and Human Development (IJICTHD), and, since 2024, of the International Journal of Knowledge Management (IJKM). His publications cover topics such as e-government, data mining, and artificial intelligence applications.

Professional Engagements

However, apart from his academic roles, Rahman has been involved in several more projects. He also worked as Director of the Computer Division at Bangladesh Open University, where he was directly involved in setting up the computerized network of the university. He has also served both as a consultant and as a specialist in managing information systems for the Jamuna Multipurpose Bridge Authority Bangladesh, as well as as National Project Coordinator of the Sustainable Development Networking Programme (SDNP) in Bangladesh backed by the UNDP for the promotion and use of ICT for development. During his tenure in SDNP he has developed the largest WiFi meas at that time which was focused in BBC and he was interviewed by BBC team from London.[5] [6] He has developed the first Internet Exchange in bangladesh in 2004 which has assisted to save foreign currencies and help local ISP communities.

Book Review

Experts have reacted to Hakikur Rahman’s book; Empowering Marginal Communities with Information Networking.[7] The book is recommended for its detailed information on how it addresses negative aspects of marginalisation through ICT and examples and how-to guide together with success stories. They emphasise its importance for policy-makers, researchers and educators engaged in technological-enabled social inclusion. Some of these are the New York Public Library that notices that this publication is useful in sharing knowledge within the less-represented digital domains.
