Shorthand hexadecimal form

Would it be possible to add support for Web colors#Shorthand hexadecimal form to this template? (there is more info on this syntax at http://www.w3.org/TR/css3-color/#numerical)

E.g., I would like to get the same result in the following examples:

• {{RGBColorToLum|#0066FF}} = 0.16722742357529
• {{RGBColorToLum|#06F}} = 0.16722742357529

Superseded by ColorToLum?
