Japanese year in this template

@Nihonjoe: (this template's creator) The current Japanese year is Reiwa 1, but in this template, the Japanese year is still Heisei 31. Both Heisei 31 and Reiwa 1 are the same year AD 2019 in Gregorian calendar, but they are different Japanese years. Thus, please correct this mistake in this template.
