This article appears to refer to the the Elementary and Secondary Education Act (ESEA/NCLB) in its discussion of Part A, and the Higher Education Act in its discussion of Part B. This article needs some clarification.
What legislation specifically is Title III a part of? Can someone supply a reference?
Is "Title III" a common term used in this context (like "Title IX" is)? If so, why aren't Titles I, II, IV, etc. included?
The USA PATRIOT Act also has a well-known "Title III" which is very different from this one -- disambiguation needed?

Fuzzy Math

This portion of the document is confusing and contradictory. What percent of students in United States public schools were ELL in 2008? 53.35% or 10%? That's a big discrepancy.

Between 1998 and 2008, LEP students rose from 2.03% to 53.25% of the total number of students enrolled in public schools.[2] In the 2008-2009 school year, there were 5,346,673 identified LEP students, which is over 10% of total enrollment in public schools in the United States. — Preceding unsigned comment added by 68.192.144.118 (talk) 01:04, 18 July 2012 (UTC)[reply]
