Both the spectator and the epoch times have their own wiki page, so I am pretty sure that makes this book release notable if those publications are notable. That is, if Dr. Perkins being a King's College professor wasn't enough already. I also found a youtube video where dr. perkins gives a lecture https://www.youtube.com/watch?v=S_U6WshnJW0 That probably isn't citation worthy, so I didn't include it but worth having on the talk page.
