Meaning of sentence

What does this mean?:

"The King of Holland refused to make the citadel of Antwerp."

From the following sentence it sounds like he may have refused to abandon the fort, but I'm not sure.Historian932 (talk) 05:26, 16 August 2012 (UTC)[reply]

Infobox "Result"

Please note that Template:Infobox military conflict#Parameters states against "result" that "this parameter may use one of two standard terms: "X victory" or "Inconclusive"." The infobox has been amended to reflect this. Please read the template "result" guidance in full before amending or reverting.
