This person's name is all over the Net, usually as signature attached to her writings. There seems to be very little about her out there. Definitely exists, what little is written here is probably right, hard to attach WP:RS style references. I noticed that Sylvia Toh's Chinese name is given as "杜白秋" in the article. However, the source given is is a Chinese-language article from Deutsche Wellle, which I think is either machine-translated, or translated by someone whom I suspect is not familiar with Singapores or Malaysian Chinese names.
I searched "杜白秋" on NewspaperSG (Singaporean newspaper archives), and there were no matches. On Google, I did indeed find an 8world interview of Sylvia Toh, which gave her Chinese name as "杜白秋". https://www.8world.com/singapore/mother-of-singlish-sylvia-toh-2395841 However, I am worried that it could be a case of cito-genesis, whereby the writer found Sylvia Toh's Chinese name online and used it in their article without clarifying with Sylvia Toh herself.
