History and Controversy ?

I think the word 'controversy' in the section heading should be removed, as there is not enough controversy related to Swartz Bay Terminal to warrant the inclusion. The scope of the article is affected by this. The claim of controversy does not hold up to WP:BURDEN. For there to be controversy, I would expect to find WP:SOURCES. While transcripts from the legislative assembly are relevant, when put into context, the notability could be argued. I would like to see more sources than a transcript of the legislative assembly. I am not requesting the controversies removed, only the word 'controversies' removed from the section heading. Or the alternative, I fear, is anarchy and destruction for us all.
