Which pilot charged?
[edit]I can see that the authorities filed a criminal complaint against "the pilot" of the flight for violation of safety rules, but it is not clear who the charges were filed against; the co-pilot who was flying the aircraft and who had apparently neglected to turn on the anti-icing system, or the senior pilot of the aircraft, who took over when the engines failed, since he would have been ultimately responsible for the aircraft.
