[edit]Reworded the first sentence. Inserted sentence explaining that the outbreak was still ongoing and would continue for foreseeable future without changes. Inserted sentences about unofficial reports of outbreak scale. Added second paragraph explaining what virus was behind the outbreak, and how it was entering the city's water supply. Also added sentence explaining increased prevalence in winter months. Added links to "Water Treatment" and "Hepatitis E". Checked original content for plagiarism and found none.
