42 out of 47?

The article currently says: "On 25 February 2022, a day after Russia invaded Ukraine, 42 of 47 member states voted to immediately suspend Russia's voting privileges in both PACE and the Committee of Ministers. The only country besides Russia to vote against was Armenia; Azerbaijan did not attend and Turkey abstained." If 42 of 47 states voted to suspend Russia, that means that 5 states did not vote to suspend Russia (either voting against, absent, or abstaining). We have Russia, Armenia, Azerbaijan, and Turkey accounted for among those five. What was the other country? --Metropolitan90 (talk) 03:07, 28 March 2022 (UTC)[reply]

Metropolitan90 The meeting was officially confidential but information is leaked, possibly not all the information on votes. I agree that the numbers don't add up but I see no alternative but to rely on the sources that are available. (t · c) buidhe 03:15, 28 March 2022 (UTC)[reply]
