Flag: Plain pentacolour or the one with the flame?

It seems that the flag used to represent this entity in the infobox has been going back and forth between the Beiyang government flag and a variation of it featuring a flame and a motto in Chinese. The latter is unsourced, but now it has been set as the flag again. Can this matter be settled?
