Verb tenses
[edit]By relying almost entirely on quotes from the Congressional Research Service, this article is written in a prospective manner ("would change") even though the bill became law in November 2014. Needs trimming?
[edit]Are all federal statues summarized in such excruciation detail? I suspect not. I deleted the CBO report section. Suggest more trimming.
