New York City homeless and runaway youth. City supports including housing aside from/not foster care.

Then Mayor Michael Bloomberg closed NYC funded housing for runaway and/or homeless young people, some so-called "difficult to place" and many fleeing abusive homes. Each borough held two homes, separated by sex. Each had cafeteria food for breakfast and dinner, and, usually, busing to and from their "home" school. Recreational and educational, as well and supervisory supports created safe harbors. These were brutally closed, using specialists from Wisconsin, then a leader in in contracting budgets, based on an interpretation of author Ayn Rand's superman, super mean social system.
