Legislative branch?!

As far as I can tell the Cabinet of the Nguyễn Dynasty didn't serve as a legislative branch as until World War II the Nguyễn Dynasty didn't have a separate legislative branch as the Emperor served as the legislative, judicial, and executive branches of the government. The cabinet served to assistant to the Emperor, it was in charge of handling clerical and paper work such as reviewing documents before submitting them to the Emperor, making thought sheets, writing letters, composing responses, respectfully making copies of the Emperor's approval, serving copy edicts, copy and deliver official documents, keep the seals, keep the signatures, long articles, keep the manuscripts, and control the poetry, etc. These all sound like assisting responsibilities as the Privy Council was much more involved in the day-to-day administration, this was true even during the Empire of Vietnam period. Note that this is all mentioned in Nguyên Ngọc Huy's Quốc triều Hình luật from 1989, so I wonder if these English-language sources are as reliable as Vietnamese sources on this subject. --Donald Trung (talk) 12:56, 5 April 2022 (UTC)[reply]
