I propose removing "List of diplomatic missions in Atlanta" and any other articles related to the State of Georgia (or Duluth in particular) to this article page. - Then what you need is a requested move to WP:USURPTITLE the dab page at the base name to make the country the primary topic. I don't believe there is a primary topic here.
- As for Duluth, users reaching this page may be looking for diplomatic missions in the country or the state. There is no list that fully covers the state. Including only the Atlanta list is incomplete. Therefore Duluth must be mentioned, as there are two cities in the U.S. state hosting diplomatic missions. Mdewman6 (talk) 21:54, 14 July 2023 (UTC)
