This article is directly copied form here. The sites states its copyrighted as the Kosovo Constitution, and thats what it appears to be although it doesn't look like an official govenment site. I don't know if you can copyright a constitution, but if so it should probably be speedy deleted under G12. At the very least it needs to be completely rewritten.
