Town and urban settlement

This article refers to SSB's statistic for urban settlements for area and population, but is there any source equating this to the town? My understanding of SSB's urban settlement statistics is that this is a completely scientific (for lack of a better work) calculation, which can change on a whim from year to year, and ignores any historical, administrative and cultural boundaries. I remember some urban settlement that shared name with a "town" becoming divided into three one year, and joining back into one the next. Furthermore, from a legal standpoint, there is no such thing as a Kongsvinger town. If there was, it would be the entire municipality, as the law says "I navnet kan betegnelsen by eller herad brukes i stedet for betegnelsen kommune"[1], which seems to be all that remains in Norwegian law about the concept of towns.
