I rather suggest this go AFF and not CSD since there were sources. Basically, the article seems notable and was at least cows by four reliable Russian news sources. It may just need rewriting and copy editing. We should also it use because an editor made a mistake or created a COI article, be deemed fit for speedy deletion.
