This page lists the timezone as CET and CEST with the offsets UTC+2 and UTC+3. However the offsets for those timezones are UTC+1 and UTC+2.
Finland is in EET, not CET, so I've corrected those in the infobox. For all I know, maybe locally CET is observed as that's what's in use on the Swedish side of the border, and for practical reasons using the same time zone might make sense in a transborder agglomeration like this, but that's just conjecture on my part.
