Needs rewrite
[edit]This article needs a serious rewrite. The term is not defined until the fifth paragraph. There is very poor comprehension of the variations in the legal regimes which govern groundwater use. The description of the process is not very clear. Αργυριου (talk) 16:29, 20 February 2007 (UTC)
