The Committee on air traffic looks wrong. "States" means one of three things. It can mean a country or nation state. In 1919 there were only 6 of these in the British Empire. UK,, Canada, Newfoundland, South Africa, Australia and New Zealand. It can mean parts of a federal country (like the states of the USA) In the British Empire, Australia had states and there similar parts of Canada and South Africa. There were also the parts of the empire that had their own "native" national structures which were under the "protection." These included the princely states of India and some other places such as Tonga and Bechuanaland. The other parts of the empire could in no way be called states. These included the rest of India, and colonies such as Hong Kong and the West Indian islands such as Jamaica and Trinidad. I looked at the source cited via the link which looks as though the Committee was an Australian thing entirely. Australia only had 4 or 5 states (I'm not sure of the status of Tasmania at that time.) If this is true then the whole entry needs amending. Is there more information further into that source? Are there other sources?
