Good question. I just had a look at the CSA electrical code, the US NEC electrical code, adn teh IEEE Standard Dictionary and none of these sources define these in any special way. Well, IEEE Std. 100 says a "switchroom" is the room in a telephone building that houses the (telephone exchange) switch.
