Strange statement

What is this supposed to mean. How is a 90% reduction in use of affected rivers a successful outcome for a campaign ? If 90% of fishers and boaters have now been discouraged from pursuing activities which they presumably previously enjoyed, then the loss of that enjoyment is a public dis-benefit and can hardly be characterised as highly successful.Eregli bob (talk) 13:57, 26 June 2010 (UTC)
