While the original text submitted is both public domain (from the National Heart, Lung, and Blood Institute) and was forwarded to me with specific permission to use on Wikipedia, the process of proving that seems to be long and somewhat convoluted. Instead, we propose that the following text be used as a replacement:

The US COPD Coalition observes November as National COPD Awareness Month. Every year, the Coalition reaches out to communities across the country to increase the overall awareness of COPD. This year’s theme, Learn More, Breathe Better, is based on The National Heart, Blood, and Lung Institute’s awareness campaign of the same designation.
