The Money, and Where it Came From

I notice that, for all the details with regard to the CIA's torture program, and focus on "the next attack" (which is a cute rhetorical focal point to direct attention), no one ever seems to care about where the money for these acts of terrorism come from, and I cannot help but wonder if the program was intended to create HUGE DRAMA over comparatively insignificant issues (random 3rd world goat herders being tortured to death) in order to distract attention away from where the MONEY for terrorism comes from. Goat herders do not fund their trips to the other side of the planet, in order to learn how to kill Americans. Someone pays for them to do this. I wonder if it was the CIA itself that funded the entire thing, for the purposes of advancing "international interests" of a class of people we are not allowed to even name. And then manufactured an irrelevant side-issue to take attention away from the funding questions, by hiring a couple of Air Force psychopaths to go through the motions of finding "critical information".
