Continued COI editing

This article looks to have a long history of COI editing, and it doesn't appear to have stopped. I re-tagged the article and did some clean-up. The tone, especially of the policy positions section, is still problematic. It reads like campaign literature in places. I urge any affiliated editors to refrain from making edits to the article itself and to instead start a discussion and make edit requests on the talk page per our WP:COI guidelines.
