Quotation Marks

Why is "rebels" in quotation marks in the second paragraph? I'd understand if it were "moderate rebels", but I'm pretty sure nobody's doubting that they're rebelling. — Preceding unsigned comment added by Anymemesnecessary (talkcontribs) 07:39, 4 November 2016 (UTC)[reply]

As said a hundred times before, the local proto-state is not the same as the PYD or SDF or whatever political or military group is active there. The local councils, for example, are part of neither SDF nor PYD, but still part of the proto-state. Lets just move it to "Autonomous Administration of North and East Syria".
