Ramon Rodrigo "Rodge" Lorejo Gutierrez is a Filipino politician and the current Member of the Philippine House of Representatives under the 1-Rider Partylist.[2]

Gutierrez filed House Bill 3410, proposing the creation of a National Traffic Enforcement and Management Center to organize the traffic enforcers. He also filed for a unified approach to traffic enforcement, including the creation of the No Contact Apprehension Policy. The regulations for the No Contact Apprehension Policy include clear road markings, accident notifications, and easy registration updates.[3]

Gutierrez believes that the Duterte administration should have changed their stance in the agreement between the Philippines and China on the Second Thomas Shoal, stating that the Philippines won the South China Sea Arbitration.[4]
