Born in Neyshabur, Meshkatian entered the Tehran Academy of Arts, where he studied music theory and was introduced to radif (the Persian classical music repertoire) by the masters Nur-Ali Boroumand, Dariush Safvat, Mohammad Taghi Massoudieh, and Mehdi Barkeshli.
