@Heba Aisha:, I am obviously not FlightTime but you used a helpme template anyone can see. You can ask for help at WP:IMAGEHELP and will probably get better answers that way than by using this helpme template. You uploaded this as a non-free file but you also state that it is "seven decades old", which implies that it may be past the time which copyright applies (generally 50 years after the death of the creator). Also, you'll notice that there is a message that a smaller version of the image should be used to comply with fair use if it is, in fact, not free. A particular newspaper published it and I don't think it is possessed by some other organisation too. This is because I termed it as non free. This particular newspaper is like a social organisation which works for the cause of lower caste and it preserves historical records of the history of lower caste, like this pamphlet. A newspaper re-publishing an older non-copyrighted image does not gain a new copyright on it. You should attempt to clarify if the original author may still have copyright over it to determine if this is a free image or not. I suggest comparing it to Wikipedia:FAQ/Copyright to help you determine if this is a free image or not. If it is free, the other issues are not relevant.
