that I would like to include in the encylopedia.  It is found hosted on
your page at

In order to use this image, it will need to be un-copyrighted (e.g.
release to the pubilc domain) or published under a copyleft license such
as the Creative Commons Attribution Share-Alike license
(http://creativecommons.org/licenses/by-sa/2.5/).  If licensed under
CCASA credit to the creator of the art will be maintained.

In order to proceed I need to have either permission of the creator (of
the photograph) or information on the public nature of this image.  I
can not find copyright information on the webpage, but do not want to go
so far as to assume that the page is published to the public domain
simply because it is a public entity.
