The title of this is very confusing, and its citation on the US Federal Budget page on Wikipedia is also confusing.

The title is "Worker to Beneficiary Ratio", which suggests it is the number of workers divided by the number of beneficiaries. However, I believe that really it's the other way around. In the picture, it's the number of beneficiaries in the numerator, and the number of workers in the denominator. That should be stated as the "Beneficiary to Worker Ratio".
