[edit]File:NEDA.png exists on Wikimedia Commons and it is more than sufficient to serve the the same encyclopedic purpose as this non-free version since the only differences between the two are the file format and the shade of blue used. - I now stand corrected that the file is non-free since http://www.neda.gov.ph/ says that "All content is in public domain unless stated." Therefore, the file should have been uploaded using the public domain license. My mistake, I'm sorry. --J-Ronn (talk) 08:44, 28 January 2016 (UTC)
- Thanks for checking the licensing J-Ronn. No need to apologize for anything. I actually was completely off the mark in my original post. I must have had a brain cramp because I really thought File:NEDA.png was on Commons, but it is actually also non-free. Silly mistake, so sorry for any confusion it caused. Anyway, I think all that needs to be done is to replace the non-free rationale template with Template:Information and then replace the non-free licensing templates with the freely licensed template you wish to use. Then, add Template:Copy to Wikimedia Commons and somebody who moves files will eventually get to it. I'm not sure which licensing template you should use, Template:PD-PhilippinesPubDoc or Template:PD-Philippines, but it might be a good idea to ask about this at WP:MCQ to make sure. Just for reference, there is some disagreement between how Wikipedia and Wikimedia Commons treat files claimed as PD in the Philippines. (See Wikipedia talk:Non-free content/Archive 64#Philippine government works for reference) So, it may turn out the easiest way to get this to Commons is to upload the file directly to it using the licensing they prefer over there and then nominate this non-free version for deletion per WP:F8. -- Marchjuly (talk) 10:29, 28 January 2016 (UTC)

Yes, I have noticed the similar seals and logos of the Philippine government uploaded in the Commons says that the logo is in public domain while the uploaded logos in Wikipedia are non-free. Actually, there is another version of the NEDA logo on the Commons (File:National Economic Development Administration.png. Is it good enough to use their official websites to determine if the logo is in public domain? If so, the Commons and Wikipedia shouldn't disagree anymore and some logos should now be nominated for deletion. Some websites of the executive department logos does not state their content is in public domain. --J-Ronn (talk) 10:54, 28 January 2016 (UTC)
