How many Netherlands

The map implies that there were a least 8 Nehterlands (Zeeland, Holland, Utrecht, Guelders, Overijssel, Frisia, Groningen - en ommelanden, Drenthe) and possibly also Staats-Brabant. That makes the picture inconsistent with the title (and the history). In fact Drenthe did not get the "province" title due to its poverty and low population numbers, and staats Brabant was under direct control of the state general (but not represented in those).
