Finding a free image of this high-ranking criminal is NOT reasonable because he is a fugitive in 190 countries. [1] This image would only violate the non-free policy if it is reasonable to conclude that someone may upload a free image of him, or if a free image of him is reasonably obtainable. However, given the status of this criminal, none of these two are applicable. In addition, it is not reasonable to conclude that some of his family members will upload a free image of him; they are also implicated in a big money laundering scheme by the U.S. Department of State, [2] so that can be erased off the chart of options. In addition, this picture of Caro Quintero is from the 1980s; there aren't any clear pictures of his current facial features, so this picture is unique in that aspect. - This person was only released from prison in August this year; WP:NFC#UUI point 1 is very clear and the use of this image just because his current address is unknown for a little more than 2 months would be a significant departure from accepted WP policy on non-free image use.
