Former Yugoslavia and the USSR

Since both Yugoslavia and the Soviet Union have signed the treaty, I suppose Slovenia, Croatia, Bosnia and Herzegovina, Serbia, Montenegro, Macedonia, Lithuania and Latvia should be also bidden by the Treaty according to the Treaty of Vienna, is that right? --Zik2 (talk) 11:12, 9 October 2013 (UTC)
