This is not fluorosis. It is enamel tip dehydration due to incompetent lips

"Incompetent lips" - I assume he means the persons is a "mouth breather". Whether this is fluorosis or not is difficult to tell. Likely it is not, as fluorosis is usually patches or streaks of thick white coloring, often matched with indentations in the teeth, especially at the bottoms. This person has a smooth gradient of tooth color at the gumline, down gradually to a feint, but somewhat more opaque color... except the opaque color is broken up by streak of color that more resemble the color at the gumline. This man has perhaps had some veneers or microabrasion, possibly botched, possibly some demineralization, and possibly some fluorosis. This picture should not be used as what it demonstrates is unclear.
