There are several things possibly wrong with this picture. I saw on this page: http://en.wikipedia.org/wiki/Start_codon that the start codon for lacA is not AUG.
Also the lac-Repressor apparently wont be removed if glucose is available (4th scenario: high gluc, high lac). This is because Lactose permease is inactive if glucose is available and wont let Lactose into the cell. (Knippers, Thieme 2006)
