This item was nominated for deletion because it illustrates a subject for which a free image might reasonably be found or created that adequately provides the same information.

The argument for keeping it was "It is a image of a building in a restricted military area, hence out of bounds for the public for the time being and where photography is restricted".

I believe this is a reasonable justification for keeping the image for articles discussing the building it portrays. Its use in other contexts must be limited however. In particular, I have removed it from the John Kotelawala article as a free image of the subject is already in the article. Non-free images shouldn't just be used as extra illustrations.
